In this paper, Jim Coe and I explore the tensions between wanting clear answers about investments in advocacy, and the inherent uncertainties around how social and political change really happens. We argue that – in thinking about how monitoring and evaluation processes can best support effective advocacy – we can learn more about effective advocacy by embracing these tensions.
